Parents can't provide recommendation letter.
Child's teachers, school principals, or if he/she has tutors, or collaborators for his/her projects, all can provide such letter.

I am at Seattle so I may have different point of view.
First, "波士顿" is a city, "德州" is a state. It is not fair to compare them exactly.
Second, if you ask me to pick, I would pick Boston. Overall, Boston is way better for international students (high school and college). The only drawback is that Boston has heavy snows in the winter.

You might want to pick the location first to narrow down your search. I know that many universities such as Seattle U, etc., has international summer school for different age groups (I am at Seattle, and I met many international students last year), that you can check out. Many more private schools also provide similar programs. Good luck!
