Normally, how I would do it would be to choose as many Reach (NOT Double Reach) schools that you are able to finish in time for the application. Then you have 2-3 possibles, then 2-3 likely, and 2-3 safeties.
Each student is different, so you should think about how much time you need to do the applications. If you can finish more, then you apply to more schools.
