No this is not true. All the top schools will not start to look at the applications until the deadline of the applications, which is generally around the middle to the end of January. You should spend more time to make sure that your application is good. It doesn't make a different with respect to acceptance if you mail it in early. However, if you are late, then you may get rejected or waitlisted.
